SPINE was formally established in 2011 between Cambridgeshire's and Suffolk's library services. The library services in these counties jointly procured Spydus from Civica as a shared library management system, and operate as a consortium, enabling shared borrowing across borders for the benefit of their customers. Peterborough's library service became a full member of SPINE 2017 and has the potential to offer cross-border borrowing in the future.
The SPINE Governance Document, was signed in February 2017, which consolidated the partnership.
Norfolk's library service has joined SPINE as an Associate member, having committed to joining a shared procurement when the tender for the system is due.
